Recidivism (repeated incarcerations) in most cases are influenced by substance use, opioid use, and mental health issues.

Diversion programs (Treatment, Recovery Support, Mental Health, Hospitalization etc) are more effetive than incarceration in addressing mental health, substance use and opioid use disorders.
